„Radom” pilot penitentiary complex
Central Board of Prison Service in partnership with the Norwegian Directorate for Correctional Services is implementing the project, which Module number 1 called “Pilot penitentiary complexes” assumes building and launching 5 modern penitentiary complexes. One of them is “Radom” penitentiary complex.
Project objectives
The main objective of the project is the implementation of innovative actions aiming at Polish penitentiary system development, which can contribute to recidivism decline.
The assumption of the penitentiary complexes is, that each of them comprises a housing pavilion, a production hall and a halfway house. In order to optimize the benefits of the support provided, staff involved in the tasks of the modern penitentiary complexes will receive adequate training. The construction of the production halls and the establishment of cooperation with entrepreneurs will allow the employment of inmates after their professional training. Building a modern space for the inmates is the opportunity to implement new and develop the already existing penitentiary solutions, such as "Programme of work for prisoners”. The total value is €51.1 million – the share of the project’s value is 90.4%
„Radom” penitentiary complex
A working meeting on the construction of a housing Pavilion, a production hall and the necessary accompanying infrastructure took place in the area of the Detention Facility in Radom on 23 July 2021. The purpose of the meeting was to identify the details of the project solutions and the current issues related to the realisation of the investment. At the meeting, District Director of Prison Service in Warsaw, was represented by Capt. Dariusz Ogrodnik, Disirict Inspectorate Specialist, and the Detention Facility in Radom was represented by the Deputy Director of the Unit, Mjr Arkadiusz Stalmach. Currently construction work is underway in the housing Pavilion for 200 inmates, a production hall of 3,000 m2, walking yards, gate and fences, roads and other elements of the site development plan. In order to assess the groundwater conditions, the ground test documentation and the geotechnical opinion have been carried out. The investment activities carried out are generated by the implementation of the project ‘Pilot penitentiary complexes’, which is part of the “Sprawiedliwość” (Justice) programme implemented under the Third Perspective of the Norwegian Financial mechanism for the period 2014-2021.
Rehabilitation treatment - Social impact
The employment of people deprived of freedom is an important form of activation of the convicted and is considered to be one of the basic measures of the correctional treatment. The employment of inmates is invaluable. They learn discipline, form their work habits, have the opportunity to acquire professional experience and learn specific professional skills that can be used after the imprisonment. The work enables maintenance debts and other financial obligations to be repaid. It also gives the sentenced person a sense of security and increases their self-esteem and is a key element of the social rehabilitation process aimed at limiting the return to the crime of persons deprived of freedom. The production hall, which is under construction at the premises of the Detention Facility in Radom will allow the employment of at least 50 inmates.
Further perspectives
The Detention Facility in Radom is one of the largest penitentiary units in Poland. The capacity is determined to accommodate 1063 inmates in 20 housing units. There are three housing pavilions and a hospital within the unit. When the investment is made available for use, the capacity of the unit will increase by 200 inmates and the therapeutic ward for those who are convicted of non-psychotic mental disorders or mental disabilities. The completion of the investment is foreseen for Q1 2024.
