Module number one called „Pilot penitentiary complexes” involves the construction and launching of 5 modern penitentiary complexes, each consisting of a residential pavilion, a production hall and a transitional house. In order to optimize the benefits coming from the support, staff involved in the tasks within the modern penitentiary complexes will receive adequate training. Construction of the production halls and the establishment of cooperation with contractors will allow people deprived of liberty to be employed after their vocational training. The construction of the modern space for inmates will allow for the implementation of new and developing already existing penitentiary solutions such as "Work for inmates programme" (“Program praca dla więźniów”).

- creating a pilot penitentiary complex “Koziegłowy”
- creating a pilot penitentiary complex “Chmielów”
- creating a pilot penitentiary complex “Radom”
- creating a pilot penitentiary complex “Kamińsk”
- implementing vocational type trainings for inmates in order to prepare them to work, among others, in the constructed production halls.
