Project implementers
- Central Board of the P rison Service (CZSW) shall act as the applicant for the project. For the purpose of implementation of the project, the organisational structure of Prison service shall be used, including the Central Board of the PS at the central level, District Inspectorates on the regional level and basic establishments directly involved in the project (penal/remand facilities) at local level. The project will also include the Higher School of Criminology and Penitentiary Science in Warsaw, which is the organisational unit of The prison Service utilises funds on the basis of the amounts secured in the annual Prison Service spending plan.These funds are provided annually, ensuring smooth financial support for the project and guarantee for the project activities being performed.The prison Service has extensive experience in implementing projects funded by European funds, which includes the implementation and coordination of actions under the European Social Fund (Equal, Grundvig, Erasmus, POKL, POWER, regional programmes POKL i POIiŚ) as well as NMF for years 2009-2014. The knowledge acquired in this respect is particularly important, given that the specific features of the project will also require the involvement, in accordance with the procurement procedure, of external contractors with sufficient potential, and the experience acquired previously is invaluable in this respect.

- Academy of Justice (AWS) is a public professional school of public services with legal personality. The entity was established on 31 August 2018 on the basis of the Regulation of the Minister of Justice of 20 July 2018 (OJ item 1461). The statutory objective of the Academy of Justice is to educate and prepare the prison Service officers, officers of other services and civilians to carry out tasks under the prison Service Act. The structures of the AWS include the research and study institutes in the areas such as law, public security, social sciences, criminology and penitentiaryThe School shall be open to conducting research, implementing projects and building an expert network in the framework of inter-institutional and international cooperation. The purpose of AWS is to improve the quality of the training process in innovative activating methods, to implement knowledge based on the latest ideas and theoretical settlements, and most effective practices in the field of penitentiary sciences. The knowledge gained by the students during their studies will have an impact on the development of high-level competences in Prison Service staff. AWS spends funds on the basis of the subsidy in the amount of PLN 26,969 000.000. These funds are provided annually, ensuring smooth financial support for the project. The total number of the academy staff is 201. The experience and competence of the AWS staff in implementing the NMF and EU projects will allow their management to be efficient and effective. The school has a bilateral agreement with the Norwegian Academy of penitentiary Education in Lillestrom (KRUS). Among the members of the project team there is the coordinator of the “Second Chance” project, which was awarded the first prize of the “17th EAEA Grundtvig Award” by the European Association for the Education of Adult from Brussels.Project team members obtain PRINCE 2 Foundation accredited Project Management Certification.

- Directorate of the Norwegian prison Service (KDI) is a public body directly subordinate to the Minister of Justice and public Security. The role of the KDI is to ensure the proper execution of the custodial sentence, to protect the public against perpetrators of criminal offences and to conduct penitentiary and rehabilitation effects on persons sentenced to prison in order to prevent their return to the crime after leaving the penitentiary. The organisation structure of the Norwegian Prison Service consists of the Prison Service Directorate at central level, five regional Norwegian Prison Service administrations at regional level, as well as basic units (Norwegian prisons) and local probation offices. KDI has extensive experience in the implementation of international programmes funded by Norwegian funds. Since 2011, it has been involved in the preparation, implementation and coordination of projects in six countries: Poland, Romania, Latvia, Lithuania, the Czech Republic and Bulgaria.

- Higher School of Penitentiary Science and Probation Service (KRUS) is a public body directly subordinate to the Director-General of the Prison Service of the Kingdom of Norway and situated in the prison structure of the Kingdom of Norway.Prison officers are trained full time in KRUS, but other courses and trainings are also organised there. The role of the KRUS is to ensure the organisation and proper course of professional training of newly adopted prison staff, as well as the organisation of continuous training courses and specialised training in the form of staff training.KRUS, as well as KDI, has extensive experience of implementing and cooperating in the implementation of international programs funded by Norwegian funds. Since 2011, it has been involved in the preparation, implementation and coordination of projects in six countries: Poland, Romania, Latvia, Lithuania, the Czech Republic and Bulgaria.
